You can submit an abstract on behalf of an author by following these steps:
Login >> Submix >> Click "manage" on the Submix page >> Abstract List >> Click on the Green "Add Abstract" button >> Fill in the form >> Click on the "Submit" button
The organiser can submit abstract from the dashboard even if the submission dates are over.
